ARTICLE II.

RULES AND REGULATIONS FOR LAKE GRACE*

Sec. 24-26. Hours of operation.

The hours of operation for Lake Grace shall be: 24 hours a day seven days a week, except for shelter reservations, which last until 11:00 p.m., and except as hereinafter provided for skiing, race boats, etc.

Sec. 24-27. Fishing.

Fishing in Lake Grace is allowed at all times.

Sec. 24-28. Boating regulations.

(a) All fishing boats, both motorized and non-motorized fishing boats, are permitted at any time on the lake.

(b) Ski boats, jet skis (also known as personal water vehicles or PWVs), runabouts, pleasure boats, pontoon boats, kneeboard skiing, tubes pulled by boats, and water skiing will be permitted every day from 10:00 a.m. to one hour before sunset. No boats or watercraft longer than 18 feet will be permitted at any time on the lake, except pontoon boats and sailboats.

(c) Ski boats, pleasure boats, and jet skis must travel in a counter clockwise direction around the center open portion of the lake, from the island up to the lake to the no-wake zone 250 yards downstream from the fence posts that cross the lake. In other areas of the lake, these boats must travel at no-wake speed, five mile per hour or less.

(d) Racing boats, either professional or amateur, will not be permitted at any time, except when prior arrangements are made for a specific date for a race, plus one day for test runs prior to the race. Arrangements must be made through the county commission at least two weeks in advance.

(e) There shall be no restriction on motor size at Lake Grace.

(f) All boats shall be launched only at paved ramps.

(g) Boat trailers, vehicles and boats may not be left on the ramp for a longer time than necessary to launch or load a boat. No one will be permitted to block a ramp at any time.

(h) Children under 18 years of age will not be permitted to operate a boat unless under direct supervision of a responsible adult in the boat, including jet skis.

(i) The area between the island and the nearest shoreline near the picnic area is a no-wake zone. All boats traveling in this designated area shall travel at no-wake speed, five miles per hour or less.

(j) All boats are required to meet all state laws and regulations including the following: Each boat must carry one approved life preserver (personal flotation device or "PFD") for each person on board, including persons being towed by the boat on skis, tubes, knee boards, etc.; proper running lights are required for night operation and all other safety equipment required by state regulations are required on each boat.

Sec. 24-30. Vehicular regulation in park area.

(a) Speed limits on the roads at Lake Grace are as posted, 25 miles per hour.

(b) Four-wheel or three-wheel all-terrain vehicles are prohibited at Lake Grace, except for farming uses where Lake Grace is being used for irrigation purposes.

(c) Excessive noise, from vehicles' radios, stereos or the like is prohibited at Lake Grace.

Sec. 24-31. Reservation fees.

Reservation fees at Lake Grace for the use of large shelters, small shelters and/or electricity shall be as set out in the schedule of fees.

Sec. 24-32. Swimming.

Swimming at Lake Grace is at a person's own risk; no life guard shall be on duty. No swimming is allowed within 50 yards of any boat ramp.

Sec. 24-33. Alcoholic beverages.

No alcoholic beverages or illegal drugs are allowed in the park at Lake Grace.

Sec. 24-34. Pets.

No pets are allowed in the park at Lake Grace.

Sec. 24-35. Fishing creel limits.

At Lake Grace the daily fishing creel limit shall be 50 bluegills or other sunfish species (bream), 30 crappies (white perch), 5 bass (14-inch minimum), and catfish as per state regulations.

Sec. 24-36. Use of trotlines, bush hooks.

No trotlines, bush hooks, bank lines, baskets or nets shall be used at Lake Grace. Fishing shall be done with rod and reel or pole only.

Sec. 24-37. Fulltime attendant.

The county administrator shall be given the authority to hire an attendant for Lake Grace on a fulltime basis.

Sec. 24-38. Hunting.

It shall be unlawful to hunt on any county land at Lake Grace.

ARTICLE III.

RULES AND REGULATIONS FOR THE JAYCEE RIVER PARK LANDING

DIVISION 1.

GENERALLY

Sec. 24-61. Mooring of houseboats.

The following policies shall concern the parking of houseboats on county property at the Jaycee River Park Landing:

(1) Houseboats will be assigned parking positions consisting of 100-foot frontages on the river. Houseboats should be located as near as possible to the center of the parking position.

(2) Fees for parking houseboats will be paid in advance as follows: parking position with or without water $125.00 per year.

(3) Parking positions will be assigned by the county administrator's office on a first-come, first-serve basis. A waiting list will be kept once all positions are filled.

(4) All parties using county landings must comply with state and federal laws concerning marine sanitation devices.

(5) Houseboat owners will be required to properly maintain their houseboats and their parking positions at all times. At the discretion of the board of commissioners, owners not complying with this rule may be required to vacate their parking position.

(6) Once a parking position is assigned, the houseboat must be moved into that position within 30 days, or the position will be reassigned.

(7) Changes in ownership of the houseboat or relocation of the houseboat for more than 30 days must be reported to the county administrator's office, or the position will be reassigned.

(8) The board of commissioners shall not be liable for any accidents or losses that may occur while occupying a houseboat for parking position.

Sec. 24-62. Posting of regulations for lagoon area at Jaycee Landing.

Signs shall be installed at Jaycee Landing, and it shall be included in the county ordinance that there will be no swimming, no skiing and no wake in the lagoon area at Jaycee Landing.

DIVISION 2.

ELECTRICAL SYSTEMS OF HOUSEBOATS

Sec. 24-71. Definitions.

For the purposes of this division:

Equipment grounding conductor: The conductor used to connect the non-current carrying metal parts of equipment, raceways and other enclosures to the system grounded conductor and/or the grounding electrode conductor at the service equipment or at the source of a separately derived system.

Feeder: All circuit conductors between the service equipment or the source of a separately derived system and the final branch circuit over current device.

Floating building: A structure which stands alone used for human habitation either for permanent or temporary lodging, which floats on water, is moored at a permanent location, and has a premises wiring system served through connection by permanent wiring to an electricity supply system not located on the premises. A floating structure commonly known as a "houseboat" is a floating building.

Insulated conductor: A conductor encased within a material of composition and thickness that is recognized by the National Electric Code as electrical insulation.

National Electrical Code: A system of rules and regulations adopted by the National Fire Protection Association, Batterymarch Park, Quincy, MA 02269 for the practical safeguarding of persons and property from hazards arising from the use of electricity.

Sec. 24-72. General provisions.

(a) This division covers wiring, services, feeders and grounding of floating buildings and houseboats which are presently moored and which are moored in the future at Jaycee Landing.

(b) Wiring for floating buildings shall comply with the National Electric Code, except as modified by this division.

(c) The service equipment for a floating building shall be located adjacent to, but not in or on, the building.

(d) Each floating building shall be supplied by a single set of feeder conductors from its service equipment.

(e) Flexibility of the wiring system shall be maintained between floating buildings and the supply conductors. All wiring shall be so installed that motion of the water surface and changes in the water level will not result in unsafe conditions.

(f) Liquidtight flexible conduit with approved fixtures shall be permitted for feeders and where flexible connections are required for services.

Sec. 24-73. Grounding.

(a) Grounding for electrical and non-electrical parts in a floating building shall be through connection to a grounding bus in the building panelboard. The grounding bus shall be grounded through a green colored insulated equipment grounding conductor run with the feeder conductors and connected to a grounding terminal in the service equipment. The grounding terminal in the service equipment shall be grounded by connection through a green insulated grounding electrode conductor on shore.

(b) The grounded circuit conductor (neutral) shall be a white insulated conductor. The neutral conductor shall be connected to the equipment grounding terminal in the service equipment and, except for that connection, it shall be insulated from the equipment grounding conductors, equipment closures, and all other grounded parts. The neutral circuit terminals in the panel board and in ranges, clothes dryers, counter mounted cooking units, and the like, shall be insulated from the enclosures.

(c) All enclosures and exposed metal parts of electrical systems shall be bonded to the grounding bus.

(d) Where required to be grounded, cord-connected appliances shall be grounded by means of an equipment grounding conductor in the cord and a grounding attachment plug.

(e) All metal parts in contact with the water, all metal piping, and all noncurrent-carrying metal parts that may be energized, shall be bonded to the grounding bus.

Sec. 24-74. Enforcement.

All owners of floating buildings or houseboats moored at Jaycee Landing shall within 60 days of January 7, 1992, have their floating building or houseboat and wiring both on the shore and on the floating building or houseboat inspected by representatives of the Satilla Rural Electrical Cooperation also known as Satilla REA, to determine whether or not it is in compliance with this division. A list of violations shall be furnished to the owner of the houseboat or floating building, to the county administrator, and a copy shall be kept by the Satilla REA. The owners shall have 60 days from the date of inspection to comply with this division and obtain a certificate of compliance from the Satilla REA. In the event that any floating building or houseboat fails to meet the standard or this division after said period of time, all electrical power shall be cut off and the floating building or houseboat shall be immediately removed from Jaycee Landing. Before any electrical power shall be furnished to any floating building or houseboat to be moored at Jaycee Landing, the same must be inspected by representatives of Satilla REA and a certificate of compliance shall be furnished the county administrator.

ARTICLE IV.

RULES AND REGULATIONS FOR THE WILLIAMSBURG LANDING

Sec. 24-80. Camping prohibited.

It shall be unlawful for any person to camp or otherwise remain or stay overnight in the Williamsburg Landing and Picnic Area.
